It's not available to fans and it's not online. From what some announcers on TV have said, it's 50 some odd pages. I'm not sure how many rules there are, because NASCAR makes up new rules when it sees fit. I wish, from a fan perspective, that NASCAR would at least publish the basic rules on their website. As an open wheel fan my entire life, when I started watching NASCAR 9 years ago, I didn't know what the car specs were or anything like that. If they published those kind of things on their website, it would help new fans understand what kind of cars they're watching race.
