what prevents Nascar teams from getting a manufacturer to build the perfect car?

I read that Toyota used to get too involved with racing teams. how does Nascar verify teams are not geting expert help from a manufacturer?
would it be cheating to use a manufacturer’s scientists and engineers? don’t they want the best performance from the car?
