Can the cars in NASCAR be developed and tested during the season?

In Formula 1, additions can be made to cars throughout the season, but there is no in-season testing other than race weekends. Is this the same in NASCAR?

Are Nascar Diecast cars, that were purchased from Wal*Mart worth any money as collectibles?

I know a guy who has 30+ of them and needs to sell them, but many people think they are not worth anything because they are from Wal*Mart. Most of them are “Winner’s Circle”. He collected them from 1992 to 2006.

How do they get nascar cars out of the track?

I was wondering how do they get the nascar cars out of the track like out on the road, with all that traffic leaving the building?
